Item 15D - Resolution with Respect to the Authorization, Issuance and Sale of Not
Exceeding $7,000,000 Town of South Windsor General Obligation
Refunding Bonds

BE IT RESOLVED by the Town Council of South Windsor:
Section 1. Not exceeding $7,000,000 General Obligation Refunding Bonds
(the "Refunding Bonds") of the Town of South Windsor, Connecticut (the
"Town"), or so much thereof as the Town Manager and Town Treasurer shall
determine to be necessary, are hereby authorized to be issued to refund all
or any portion of the Town's outstanding general obligation bonds (the
"Refunded Bonds") to achieve net present value savings and/or to
restructure debt service payments of the Town. The Refunding Bonds shall
be issued and sold in a negotiated underwriting or a competitive offering as
determined by the Town Manager and Town Treasurer and shall be
determined to be most opportune for the Town. The Refunding Bonds shall
mature on such date or dates and in such amounts as shall be determined by the Town Manger and Town Treasurer, provided that no Refunding Bonds
shall mature later than the final maturity date of the Refunded Bonds to be
refunded, and shall bear interest payable at such rate or rates as shall be
determined by the Town Manager and Town Treasurer. The Refunding
Bonds shall be executed in the name and on behalf of the Town by the
manual or facsimile signatures of the Town Manager and Town Treasurer,
bear the Town seal or a facsimile thereof and be approved as to their legality
by Robinson & Cole LLP, Bond Counsel. The Refunding Bonds shall be
general obligations of the Town and each of the Refunding Bonds shall recite
that every requirement of law relating to its issue has been duly complied
with, that such bond is within every debt and other limit prescribed by law,
and that the full faith and credit of the Town are pledged to the payment of
the principal thereof and the interest thereon. The aggregate denominations,
form, details, and other particulars thereof, including the certifying, paying,
registrar and transfer agent, shall be subject to the" approval of the Town
Manager and Town Treasurer. The net proceeds of the sale of the
Refunding Bonds, after payment of underwriters' discount and other costs of
issuance, shall be deposited in an irrevocable escrow account in an amount
sufficient to pay the principal of, interest and redemption premium, if any,
due on the Refunded Bonds to maturity or earlier redemption pursuant to the
plan of refunding. The Town Manager and the Town Treasurer are
authorized to appoint an underwriter, an escrow agent and other
professionals and to execute and deliver any and all escrow, investment and
related agreements necessary to provide for such payments on the
Refunded Bonds and to provide for the transactions contemplated hereby.
The Town Manager and Town Treasurer are authorized to prepare and
distribute a preliminary and final Official Statements of the Town for use in
connection with the offering and sale of the Refunding Bonds, and to execute
and deliver on behalf of the Town a Bond Purchase Agreement, a Continuing
Disclosure Agreement and a Tax Regulatory Agreement and such other
documents necessary or desirable for the issuance of the Refunding Bonds
and the payment of the Refunded Bonds.
Section 2. This resolution shall be effective until June 30, 2018.

Resolution Reaffirming South Windsor's Commitment to the
Environment

WHEREAS, on June 1, 2017, the President of the United States made a
statement of withdrawal of the United States from the Paris Climate Accord;
and
WHEREAS, the Paris Climate Accord is an agreement within the United
Nation Framework Convention on Climate Change (UNFCC) dealing with
greenhouse emission mitigation, adaptation and financing, starting in the
year 2020; and
WHEREAS, the language of the Accord was negotiated by representatives
of 196 parties at the 21st conference of the parties at the UNFCCC in Paris
and adopted by consensus on the 12th of December 2016; and
WHEREAS, the purpose of the Accord is to hold the increase of the global
average temperature to well below 2 degrees above pre-industrial levels and
to pursue efforts to limit the temperature increase to 1.5 degrees Celsius
above pre-industrial levels, recognizing that this would significantly reduce
the risk and impact of'climate change; and
WHEREAS, this effort will increase the ability to adapt to the adverse impact
of climate change and foster climate resilience and lower greenhouse gas
emissions in a manner that does not threaten food production; and
WHEREAS, climate change represents an urgent and potentially irreversible
threat to human societies and the planet and thus requires the widest
possible cooperation by all communities, and their participation in an
effective and appropriate response, with a view to accelerating the reduction
of global greenhouse gas emissions; and
WHEREAS, the Paris Climate Accord is considered the world's first
comprehensive climate agreement; and E. (Continued)

by the Town Council in May 2015; and
WHEREAS, these efforts in South Windsor have led to the Town
participating in the Clean Energy Community Program in Connecticut; and
WHEREAS, the Town showed commitment to reduce the energy use by
20% and also to have 20% of energy come from the renewable sources; and
WHEREAS, these efforts have not only reduced the energy cost of the Town
but has also led to being a partner not only in our region but in our state, the
country, and the world to reduce dependence on energy associated with
increased greenhouse gases
NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town
Council reaffirms that it will continue to lead and increase investments in
renewable energy and energy efficiency; and
BE IT FURTHER RESOLVED that the Town Council also reaffirms that the
Town of South Windsor will increase our efforts to cut greenhouse gas
emissions, be a participant in creating a clean energy economy and stand for
environmental justice.

Item 15G - Resolution Creating a Temporary Committee for Safety of Children in
South Windsor

WHEREAS, a recent national assessment under license from Onboard
Informatics Dataset was used for the most recent population figures, location
purposes, and for the total crime risk score to assess the total crime risk
score of every town in every state in the United States; and
WHEREAS, this score has determined that the Town of South Windsor is
considered as one of the safest towns in the United States; and
WHEREAS, the Town of South Windsor has an excellent Police Department
with the highest level of professionalism and the capacity to protect the
community; and
WHEREAS, in the recent past, several Republican Town Councilors have
raised concerns about school safety at polling locations in South Windsor;
and
WHEREAS, there has not been a single report of polling location or election
related school violence or perceived threats in the Town of South Windsor,
and no reports have been made to the Superintendent of Schools or the
Board of Education; and
WHEREAS, inaccurate reporting about school safety was used
inappropriately to create a partisan committee to change polling districts and
polling locations in South Windsor on June 8, 2017; and (Continued)
WHEREAS that committee was not directed by the Town Council to address
the safety of children, students, or schools; and
WHEREAS, the inaccurate reporting about school safety has raised
concerns to many people in the community; and
WHEREAS, we as a Town value safety for all citizens, and especially our
students and our schools; and
WHEREAS, it is important to look at the facts and assess the possible
threats and identify ways of developing strategies to protect our students and
community
NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town
Council hereby authorizes the creation of a Temporary School and Student
Safety Committee, to include the Town Manager or his designee, the
Superintendent of the Schools or her designee, Chief of Police or his
designee, the Registrar of Voters of both the Democratic and Republican
parties, a representative from the Office of Emergency Management, and the
Director of Parks and Recreation or his designee, to assess concerns about
risks to children during election time and during polling, during school
activities, sport activities, or any other activities, and ways and means to
minimize the threats, and possible ways of increasing resiliency and
protection; and
BE IT FURTHER RESOLVED that the Town Council also directs this
committee to provide an update to the South Windsor Town Council and the
South Windsor Board of Education, of their findings and suggested plans in
an Executive Session because of the nature of and sensitivity of the topic.

inappropriately to create a partisan committee to change polling districts and
polling locations in South Windsor on June 8, 2017; and (Continued)
WHEREAS that committee was not directed by the Town Council to address
the safety of children, students, or schools; and
WHEREAS, the inaccurate reporting about school safety has raised
concerns to many people in the community; and
WHEREAS, we as a Town value safety for all citizens, and especially our
students and our schools; and
WHEREAS, it is important to look at the facts and assess the possible
threats and identify ways of developing strategies to protect our students and
community
NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town
Council hereby authorizes the creation of a Temporary School and Student
Safety Committee, to include the Town Manager or his designee, the
Superintendent of the Schools or her designee, Chief of Police or his
designee, the Registrar of Voters of both the Democratic and Republican
parties, a representative from the Office of Emergency Management, and the
Director of Parks and Recreation or his designee, to assess concerns about
risks to children during election time and during polling, during school
activities, sport activities, or any other activities, and ways and means to
minimize the threats, and possible ways of increasing resiliency and
protection; and
BE IT FURTHER RESOLVED that the Town Council also directs this
committee to provide an update to the South Windsor Town Council and the
South Windsor Board of Education, of their findings and suggested plans in
an Executive Session because of the nature of and sensitivity of the topic.
