BE IT RESOLVED that the South Windsor Town Council hereby approves the Minutes of the following Town Council Meetings: Public Hearing Minutes (3 sets) of May 21, 2018 (Amendment to Ordinance #218 - Health and Sanitation, Establishment of a South Windsor Volunteer Fire Tax Abatement Ordinance, and Appropriation of $385,000 from the Capital and Non-Recurring Expenditure Account to cover costs associated with the installation of four (4) portable classrooms at Pleasant Valley Elementary School; and Regular Meeting Minutes of May 21. 2018.

Resolution Authorizing the Transfer of $8,000 from the Contingency Account to the Project Account to Cover Costs Associated with a Development Plan for the Installation of a Pedestrian Crosswalk with Flashing Lights and Signs (Near Mill on the River)

WHEREAS, the Mill on the River Restaurant obtained approval for and installed a pedestrian crosswalk across Ellington Road (CT Rte. 30) from their main parking lot to an overflow parking lot at 970 Ellington Road in 2004-2005, and this installation included warning signs and flashing lights that notify motorists of pedestrians using this crosswalk, to improve pedestrian safety; and
WHEREAS, the Connecticut Department of Transportation approved this crosswalk and associated warning signs and flashing lights with the condition that the Town of South Windsor own, maintain, and pay for the operation of the signs and flashing lights; and
WHEREAS, the in-pavement flashing lights do not work and have been removed and need to be replaced with post mounted flashing lights, and the warning signs need to be updated to current standards, and the Connecticut Department of Transportation needs to review and approve a design plan for this work; and
WHEREAS, the Town of South Windsor estimates it will cost $8,000 to have a Traffic Engineer develop a design plan to replace the flashing lights and upgrade the warning signs for the Connecticut Department of Transportation to review, approve, and to develop a cost estimate for this work
NOW, THEREFORE, BE IT RESOLVED that the Town Council authorizes the transfer of $8,000 from Contingency Fund to a Project Account to prepare a design plan and cost estimate and obtain Connecticut Department of Transportation approval, for new flashing warning lights and signs for the pedestrian crosswalk across Ellington Road (CT Rte. 30) by the Mill on the River Restaurant; and
BE IT FURTHER RESOLVED that the Town Council authorizes the Town Manager, Matthew B. Galligan to sign any agreements necessary to develop this design plan and have it approved by the Connecticut Department of Transportation.
