BE IT RESOLVED that the South Windsor Town Council hereby appoints Sandra Result (D) to the South Windsor Alliance for Families for a term ending September 1, 2019, to fill the expired term of Anthony Duarte and postpones consideration of this motion until the Town Council's next regularly scheduled meeting.

Item 15G - Resolution Authorizing the Town Manager to Sign a Five (5) Year Contract Extension with All American Waste, LLC

WHEREAS, the Town has negotiated favorable terms with All American Waste, LLC for a five (5) year contract extension; and
WHEREAS, All American Waste shall properly collect, transport, and dispose of all residential municipal solid waste and recyclables collected in South Windsor per the originally executed seven (7) year contract dated May 11, 2009, and an executed three (3) year contract extension with certain conditions as outlined herein; and
WHEREAS, an increase in unit costs during the first, third, and fifth years based upon a Consumer Price Index adjustment not to exceed 3%; and
WHEREAS, All American Waste and Murphy Road Recycling shall agree to a municipal solid waste (MSW) charge of $73 per ton and a single stream recycling rebate of $5 per ton for the term July 1, 2019 through June 30, 2020 with the extension of the All American Waste collection agreement; and
WHEREAS, Murphy Road Recycling shall negotiate, in good faith, extensions to the disposal agreement at rates not to exceed MIRA long-term market rates in effect during the term of the agreement. All other conditions would remain the same
NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council hereby authorizes the Town Manager to sign a five (5) year contract extension with Ail American Waste, LLC for the curbside collection of residential refuse and recyclables.

WHEREAS, the South Windsor Town Council believes that the implementation of tolls on Connecticut highways would result in increased traffic on secondary roads in the Town of South Windsor with motorists attempting to bypass the tolls; and
WHEREAS, the Council further believes the increased traffic on secondary roads would affect the quality of life of South Windsor residents in numerous ways, including:
1. An increase of heavy-duty commercial vehicles and tractor-trailer truck presence encroaching on our scenic New England community, negatively impacting the Town's character and atmosphere and subjecting streets to increased damage, maintenance, and repair costs resulting in an increased tax burden;
2. Crowding of secondary roads will support an increase in traffic accidents, and disruption of the pedestrian enjoyment in and around the roads affected;
3. Traffic congestion from increased vehicles and accidents may cause safety concerns and compromise public safety to the taxpayers of the Town of South Windsor.
WHEREAS, the Governor and many members of the State Legislature have signaled support for the placement of tolls on Connecticut major highways; and
WHEREAS, many residents of South Windsor use Interstates 84, 91, 291, and Route 15 each day for work, family obligations, and pleasure to travel to surrounding towns and cities throughout the region; and
WHEREAS, the implementation of tolls will naturally result in added costs for products purchased by residents of South Windsor; and
WHEREAS, the residents of Connecticut already pay more in taxes and fees than many residents in other states around the country
NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council hereby declares its opposition to the implementation of tolls on state highways and urges its elected representatives in the State Legislature to oppose any measure that would impose tolls on our residents; and
BE IT FURTHER RESOLVED that the South Windsor Town Council hereby submits this Resolution to the Governor of the State of Connecticut and the Connecticut State Legislature.
