any and all Documents Deemed to be Necessary or Appropriate to the State of
Connecticut, Department of Emergency Management and Homeland Security on
behalf of the Town of South Windsor
BE IT RESOLVED, that the Town of South Windsor may enter into, with and deliver to
the State of Connecticut, Department of Emergency Management and Homeland Security
any and all documents which it deems necessary or appropriate for the “Memorandum of
Agreement Regarding use of Federal Fiscal Year 2023 State Homeland Security Grant
Funding and Custodial Ownership of Regional Assets in DEMHS Region 3"; and
BE IT FURTHER RESOLVED, that Michael Maniscalco, Town Manager ofthe Town 0f
South Windsor is authorized and directed to execute and deliver any and all documents on
behalf of the Town of South Windsor and to do and perform all acts and things which he
deems to be necessary or appropriate to carry out the terms of the “Memorandum of
Agreement Regarding Use of Federal Fiscal Year 2023 State Homeland Security Grant
Funding and Custodial Ownership ofRegional Assets in DEMHS Region 3" including, but
not limited to, executing and delivering all agreements and documents contemplated by such
documents.

Company, a Connecticut corporation (the ”Company"). permanent rights for the installation.
maintenance and repair of water pipes and mains overi under and across land of the Town
of South Windsor situated in the Town of South Windsor, County of Hartford and State of
Connecticut on substantially the samc terms and conditions as set forth in the form of
easement attached hereto and made a pml hereof as Schedule A (the ”Easement"), and
containing such other terms and conditions as may be required by the Company and deemed
advisable by the Authorized Officer ofthe Town of South Windsor: and
BE IT RESOLVED, that Michael Maniscalco, Town Manager of the Town of South
Windsor (the "Authorized Officer") be and hereby is authorized and empowered to
execute and deliver to the Company the Easement and such other instruments as may
be required in connection with the Easement; and
BE IT RESOLVED, that anv and all actions heretofore taken by the Authorized Officer
of the Town of South Windsor in connection with the Easement and the transactions
contemplated therein are hereby ratified, confirmed and approved in all respects: and
NOW THEREFORE, BE IT RESOLVED, that no other consent or approval ofthe Town
of South Windsor is required by the Town Charter of the Town of South Windsor for the
execution and delivery by the Town of South Windsor of anv instrument or document authorized by the foregoing resolutions.

K. Resolution Appointing Katherine Senerth as Executive Assistant/Clerk of the Council
WHEREAS, the Personnel Committee has recommended that the Town Manager's
Executive Assistant take on the duties ofClerk ofthe Council position: and
WHEREAS, the Town Council approves the Executive Assistant/Clerk ofthe Council
position to be added as a Grade 3 ofthe Non-Bargaining Job Classification listing; and
WHEREAS, the Town Council approves the combined Job Description for
Executive Assistant/Clerk of the Council and as more fully described in Exhibit
C): and
BE IT RESOLVED, that the South Windsor Town Council hereby appoints Katherine
Senerth as Executive Assistant/Clerk ofthe Council:
BE IT FURTHER RESOLVED, that the South Windsor Town Council approves a
salary increase of$15.000 retroactive to February 20, 2024, which was the start ofMs.
Senerth handling these duties. Benefits will continue t0 be associated with the Non—
Bargaining Unit Members Fringe Benefit Description for Fiscal Year 2021/2022 ~
