Resolution Encouraging the Connecticut Legislature to Aggressively Pursue a Carbon Reduction Initiative (Council Snyder)

WHEREAS, the Fourth National Climate Assessment (NCA4) found that "Climate" change creates new risks and exacerbates existing vulnerabilities in communities across the United States, presenting growing challenges to human health and safety, quality of life, and rate of economic growth,"; and

WHEREAS, without substantial and sustained global mitigation and regional adaptation efforts, climate change is expected to cause growing losses to American infrastructure and property," and other serious impacts to water, health, indigenous peoples, oceans and coasts, tourism and recreation, ecosystems, agriculture, and food; and

WHEREAS, NCA4 found specific serious impacts to Northeastern U.S. ecosystems, environments and economies, coastal and urban communities, and human health; and

WHEREAS, the 2018 United Nations Climate Changes Conference (COP24) reported that the impact of climate change on human health is increasingly clear, threatening all aspects of the societies in which we live and that the drivers of climate change, primarily fossil fuel combustion, pose a heavy burden a disease and that meeting the targets of the Paris Agreement can save millions of lives; and

WHEREAS, the weight of scientific evidence indicates that a return from the current concentration of more than 400 parts per million ("ppm") of carbon dioxide (CO2) to 350 ppm or less is necessary to slow or stop the rise in global temperatures; and

WHEREAS, the Citizens' Climate Lobby has proposed a Carbon Fee and Dividend Policy to incentivize carbon reduction and which according to studies could reduce carbon emissions to 50% of 1990 levels while adding 2.8 million jobs to the American economy; and

WHEREAS, such a system would incentivize carbon reduction by collecting carbon fees into a carbon fee trust fund, disbursing the fees as equal per person monthly dividend payments with appropriate border adjustments to disincentivize relocation of business to avoid such fees

NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council hereby encourages the Connecticut Legislature to aggressively pursue such carbon reduction initiatives that can and should be implemented at the regional and wider levels.

Resolution Accepting the Resignation of Neil Caron (R) from the Agricultural Land Preservation Advisory Commission (Councilor Delnicki)

BE IT RESOLVED that the South Windsor Town Council hereby accepts, with regret, the resignation of Neil Caron (R) from the Agricultural Land Preservation Advisory Commission; and

BE IT FURTHER RESOLVED that the South Windsor Town Council extends its thanks to Neil Caron for the time he has dedicated serving this community by his membership on the Agricultural Land Preservation Advisory Commission.

Resolution Appointing Gavin Xun Zhu (D) an Alternate to the Board of Assessment Appeals and Postponing Consideration of this Motion until the Town Council's Next Regularly Scheduled Meeting (Councilor Hockenberry)

BE IT RESOLVED that the South Windsor Town Council hereby appoints Gavin Xun Zhu (D) an Alternate to the Board of Assessment Appeals for a term ending November 30, 2021, to fill the term of Cesar Lopez and postpones consideration of this motion until the Town Council's next regularly scheduled meeting.

Resolution Approving a Refund of Taxes to Thirteen (13) South Windsor Taxpayers (Council Maneeley)

BE IT RESOLVED that the South Windsor Town Council hereby approves a refund of property taxes to thirteen (13) South Windsor Taxpayers, the total of said refund being $52,581.97 and as more fully described on attached Exhibit A.
